Paid off Seller financed Mortgage
July, 2007 paid off mortgage on seller financed note and had ''Paid in Full'' at bottom of check. Mortgagor refusing to send me the deed of release until I pay him $193.73 in late fees

Well, pay him and once you have the release in hand and properly recorded, then sue this mortgagor in small claims court if you can prove that what you've paid in late fees were not in fact actually owed.
