Legal Question in Real Estate Law in Virginia

I own a parcel of land in the James City County, Va. This is commonly known as the Williamsburg Va. area. It is designated as a Recreation Lot. I would like to change it to a residential lot to build a home. It is in a community with homes and the community does not object to a house being constructed on the lot. I applied for a zoning change and was denied due to the zoning law which would not allow one more home. This would make the community non conforming if one more home built in it due to the size of the lot. This lot is larger than 60% of all the lots in this community. This is the last lot in this community. The lot fully conforms to the requirements for building. James city County has agreed with me on the lot meeting all building requirements. The word "Recreation Lot" on a plat is the only problem it seems that I have. What alternatives do I have legally to get this designation on a plat changed?
