Property line

Hello, I have been living in my house for almost 10 years, when I moved in my neighbor already had a privacy fence up. Last year he sold his house, and in April we had a tornado hit which destroyed the fence. I was going to have it replaced but now my new neighbor is stating that the fence is actually about a foot back on his property according to his survey. Is there any law that states that after so much time a person forfits his property in a situation like this?

What you're thinking of, a concept in the law known as adverse possession would not apply under these circumstances.
