Right of way

I have a right of way onto my property. A few owners ago, one got a driveway cut into the State highway. My right of way is at right angles to another right of way and the driveway accesses it, so my longer drive crosses the other right of way. My question is: do I have the legal right to deny access to my part of the right of way that accesses the highway?

No, I would say that you have no such right, particularly, if the easement to which you're referring was granted on the basis of necessity.

Furthermore, why would you want to(be so obviously unneighborly in this particular way)?
