Protecting my property

I have a piece of land that is eroding from wave action along the waterfront. I wish to have a rip-rap bulkhead installed to reclaim about half of the land that has been lost in the last 10 years. The Virginia institute of Marine Science is requiring me to place my bulkhead behind a small 10 foot by 10 foot patch of marsh grass. Is there any legal grounds to side step this and place my bulkhead where I want to place it, within the original boundaris of my property?

You need to ask (if you haven't already dones so)under or by what authority is the Virginia Institute of Marine Science imposing this requirement upon you? Until there's an answer to this question, the one that you've asked here in this forum cannot be reliably answered.
