right of first refusal/gift

My mother would like to give me a lot that she has ownned for several years. A neighbor was given a right of first refusal a few years back.Can she gift this lot to me?

You haven't clarified exactly how and under what circumstances the right of first refusal was given to the neighbor. If it was merely an oral promise, your mother should be able to gift the lot to you without regard to what she may have (allegedly)said to the neighbor. However, if the promise was made as part of a written contract, then an attorney should probably review it before your mother proceeds with the gift to you.
