I have a renter in the basement of my town home that refuses to leave. can I change the locks on the last day of the lease?

No, not without the risk of incurring liability. If this renter holds over after the expiration of the lease without your permission and refuses to vacate the premises, you must go through eviction procedures at your local general district court in order to have him removed legally.
