rightofway rights/land bounderies/bushes

if shrubbery/bushes in way of viewment coming out of driveway to rightofway which leads to main road.owner responsible for trimming?how can get him to trip when uncorrpative? although neighbor claims speed bumps,put 2 ditches across road(claims water to drain from other side of rightaway road.orginal deed say road has to be in original state.cant afford lawyer,what can be done about that.
