What recourse does one owner have when they want to sell but the other owner does not?

Seek partition and than proceed further. Itr is advisable to engage the attorney/lawyer

You go to Court with a partition action. The court will order the sale.

The "short answer" is that one owner can buy the other out or the one who wants to sell can seek a "partition" of the property, forcing a sale. This can be expensive. Please consider consulting with an attorney.
