If three siblings hold title to property and one does not wish to dispose of the property, can the other two dispose of the property without agreement from the third?

No, they cannot. If the two siblings cannot forge an agreement with the recalcitrant third one to buyout his or her interest in the property, their only alternative is to file a partition suit in the local circuit court where the property

is located and ask the court to order a judicial sale.
