Legal Question in Real Estate Law in Virginia

My sister was in a relationship (not married) and has now separated by moving out. A house was purchased and she is named on the mortgage and the deed. She would like to obtain her half of the house, but the other party cannot/will not buy her out. What are my sister's options?

Sue for partition of the property in the local circuit court or

a judicial sale of it in lieu thereof.
