In the state of Virginia, do I have to disclose that my neighbor is a racist individual who has harassed my family, prior to selling my home? What if I don't disclose it, what can be done against me?

No, not unless a proposed buyer specifically asks you about this neighbor which would then require

that you truthfully respond to the question (my opinion).
