What are the steps for one of the heirs to build a house on property in Virginia willed by deceased parents to now 3 siblings (2 deceased) - 2 brothers (who support the idea, have own property/homes) and me (the one who will build)?

Your two brothers could agree to transfer their respective ownership interests in this property
to you by executing quitclaim deeds or arranging for you to buyout these interests with
a new deed showing you as the only owner in fee simple of this particular property.
FYI, your building a house on this property without the two brothers transferring
their ownership interests to you would likely prove to be a prescription for
future problems as to the real ownership of this particular house (in my opinion).
