Temporary Displacement/Withholding Rent

A Quest pipe broke in the upstairs of the townhome I rent last week and my roommate and I have been in a hotel with our 3 dogs and 6 month old baby ever since. My landlord didn't request that we vacate the premises but since the damage was so severe all of our belongings were moved out of the downstairs into storage; Renters ins. put us in the room until repairs are made. They have to rip out the downstairs ceiling, upstairs bathroom floor, floorboards, and replace padding in carpert downstairs. Not even to mention the posibility of mold growth! They haven't begun any repairs yet and it has already been a week. Do I have the right to prorate my rent for the time that we are not staying at the residence? We pay $1000/month so I was going to deduct $250.00/week that we are in a hotel. We reside in Virginia Beach, VA.
