if tenant still have not moved, can you garnish wages for back rent

No, before you can garnish your tenant's wages for "back rent", you must first

obtain a judgment from the local general district court for whatever arrearage

amounts remain unpaid at the time you file your warrant for unlawful detainer along with your request for a writ of possession.
