Do Tenant have right to sue

Hi,my boyfriend isin Fl, active on duty and Iam helping to manage his condo in VA.There was leak came through his toilet down to the unit below. The maintenance engineer fixed the leak by replacing waxseal andbolt.Theleakstoped. when I called the tenant below unit(the owner is out of country) to follow up. She threatened to sue my boyfriend if the leak happened again.

1.Does the tenant has right to sue given that she did not have the power of attorney by the her landlord?

She also refused to believe the leak was caused by the waxseal and the building maintenance engineer had fixed the problem correctly and she wanted me to hire another plumber to come in and do investigation.

2.Do I have obligation to do as what she telled me just to make her happy given that the leak was fixed? many plumbers said it is not up to her to determine how the work should be done as long as the leak was fixed.

3.She refused to let anyone that I hired to come into the unit to give estimate and do repaie ceiling(flaking) until I hire another plumnber in first.she also refused to give owner contact infomation so I can obtain permission to perfom repair work

4.Do I need to obtain owner's permission before doing any repair work?

In Maryland a condominium may be subject to several laws. Property management obligations are generally excluded from a tenants liability. Other issues may be the age of the units as well as maintenance as provided by the condominium owners. You should speak with an attorney of the state where the real estate is located.
