Re: tenants rights
The Virginia Landlord - Tenant Act is the closest thing to what you are asking and is found in the Virginia Code. It does not address your specific question as to whether you need to let your landlord on the property while this dispute is ongoing. The answer is that your land lord has the right to reasonbly inspect his property . The Court will let him anyhow as he has the right to see that about which you are complaining.
