Towing regulations

I was recently towed and believe that I should not have been. What are the towing regulations in N Va and how do HOA's play a part?

HOA's quite often have a contract with a local towing service to regularly reconnoiter areas prohibited to parking and to tow what are perceived to be offending vehicles from HOA controlled common areas.

Most Virginia jurisdictions have local ordiances which cap permissible towing fees at around $100.
