Tree Trimming on Residental Property

Do I have to pay to remove tree limbs hanging over into my neighbors property from a tree on MY property?

No, you don't have to, but your neighbor may prune such limbs back without damaging the tree (or hire a tree service to do it and send you the bill for the trimming/pruning).
