As I noted in my previous answer to a nearly identical question several days ago, such anomalous behaviour, while not illegal, should be reason enough for the person obsessed with such obessions/compulsions to seek psychological counseling, as continued indulgence in these practices is likely to lead to future trouble which could in particular be occasioned by paying strangers of dubious backgrounds to come into the person's home to engage in foot fetish rituals/practices and thereby making the person vulnerable to all kinds of exploitation, including fraud or even robbery, to cite but a few possibilities.
