Sexual Harrasment or What?

Hi I am in situation that I do not know what 2 do. I am in Foster Care I am male of 19 years of age and my foster brother is 17 My foster brother basically blackmailed me when my foster mother wasn't home and told me he would tell and alot of bad stuff was going on with me and I lied about it alot. Now my foster brother was crazy he told me to have sexual relations with him and he said if I dont do it I will get told on and I had lied about things numerous and knew that if I told somebody my foster brother would say he's lying again and It would look bad on me so my foster brother forces himself onto me and made me do it with after i agreed and wasnt wlling to do it he made me do terrible things and I wanted to be removed from the foster for that reason and did not tell the agency why I really wanted to move so i kept it to myself and went on for a few months untili told him no and then he tells his school counsleor that we had a intimate relationshp and that we both consent which was not really the whole truth. i am stuck cause im the victim and I am 19 what can I do cause cps is invovle i feel like i have no optionsand cant do a thing about it also I have left the premsis as soon as i found out that my he told and not returning
