Someone has filed a 1099 for 2008 stating they paid me 6,000 dollars and I've written the IRS to refute the claim. I never worked for this person or was compensated in any way shape or form. Who bares the burdon of proof? I don't know how to prove I never received any payment(s) but I did not.

Ask the IRS to send you a copy of this alleged 1099. Then you might want to
discuss the matter with an attorney.
