I currently live in the state of NC. 19 years ago I lived in VA. In 2008 I received a letter from a collection agency saying I owed a tremendous amount of VA tax. I thought it was some kind of scam. I wrote back and stated that I disputed this. I never heard anymore from them. Now Va froze my bank acct. I called and they said that I did not file VA tax, 1990, 1991, & 1992. I told them I was sure I did. They said you have to prove you filed for those years. No one keeps records that long. Can they do this.

Yes, unfortunately, the Commonwealth very likely can since there is apparently no statute of limitations that is applicable to this kind of claim.
