I live in the state of virginia,and recently recieved a letter from the state of north carolina saying i owe back taxes ....they threatened me with garnishing my wages are they able to do that from another state????

They may be able to, but they would have to domesticate a judgment in Virginia, unless your employer is located in NC or does business and is subject to jurisdiction there.
