Legal Question in Traffic Law in Virginia

I was on 50 in Fairfax county in the right most lane (I was planning to make a right turn within the next 10 miles or so) and the lane became turn only (there was a posted sign). As soon as the sign became visible, I began to signal and try to get over to the left. As soon as there was a space in traffic, I moved over into the left. I was pulled over by a pair of motorcycle cops working together to pull over several vehicles. I was given a ticket for 462-830, "disobey highway sign". I explained to the officer that I changed lanes before I got to the intersection and he stated that I crossed a solid white line in order to change lanes. They pulled over several other cars while I was there for the same offense. It seems obvious to me that if there are that many people violating the law there is insufficient warning that the lane becomes turn only. I am from the Southern part of Virginia (Petersburg area) and do not have the advantage of local familiarity.

I plan to go to court for the offense, do you have any advice for me?
