Legal Question in Traffic Law in Virginia

I was backing into a parking space in the parking lot where I work. A car attempted to pass between me and the spot I was backing into. My car bumped hers in the front driver side fender. Am I at fault? I did stop & look before backing up.

Probably, unless, perhaps, this car was exceeding the safe speed limit for this parking lot.
