drivers license
Can I get a restricted drivers license if i have never had a drivers license and now am considered to have a suspended license because of a DUI conviction?

No, as far as I know, you must first have a valid driver's license in order for the court to grant you a restricted driving privilege under that particular license. (However, having now been convicted of DUI, you are now considered to have not a suspended Virginia license but rather a suspended privilege to operate a vehicle on the public roads/streets of the Commonwealth.)
