Getting driving license in VA when not able to in Florida
Have a friend that due to his driving habits has just been classified as a Habutual Offender in Florida and can't have driving license for 5 years, can he move to VA and and get a driving license or any other state other than Florida?

No, very unlikely, once the Virginia (or any other state)DMV learns of his record in Florida.
