I was driving 38 mph on a zone 25 mph, the police gave a ticket for Disregard highway sing?
I dont know why?

The highway sign stated the speed limit as 25 mph. You disregarded it by driving above that speed. That's the nature of that charge.
The officer likely charged you with that instead of with speeding a particular speed because he didn't get your exact speed.
