An error on a speeding ticket
I received a speeding ticket for doing 69 in a 50. The officer charged me with VA code 46.2-878 which is Authority to change speed limits. shouldn't this be a incomplete identification of the offense, for 878 is not the code that i actually broke. thank you

No, the fact that the officer referenced the wrong code on the ticket
which you were issued in no way signifies "an incomplete identification of the offense", to use your phraseology, as long as your 69mph speed in a 50mph zone is noted on the ticket.
