Expired Inspection Ticket while parked
I got a ticket for having expired inspection stickers on my motorcycle while it was parked in Norfolk. I was under the impression that they were not allowed to ticket a vehicle that was not moving for inspection stickers. Help me out.

Any vehicle (that requires registration and licensing with DMV) either parked or moving on a public street in the Commonwealth that lacks a valid inspection decal is subject to ticketing.
