Falling Tree car accident

I was involved in a car accident on a federal property. While driving through a federal property (it was a sunny and hot day), a tree fell over and hit my car. I have a fracture vertebrae and is going through a various doctors visit. I have reviewed the park police report and the report was very general and not sure why and what caused the tree to fell over from the median. What is my option in getting the fed gov to pay for my medical bills and to replace my car. I will be receiving some benefits from my car insurance co. but it is not enough to pay for a new car. My car was only 4 years old and fully paid. Can I request additional funds from the fed. gov't since the accident happened on their property? Any information I can get is greatly appreciated.
