Legal Question in Traffic Law in Virginia
Who is at fault?
A friend of mine was hit by a driver who ran a yellow light and she (my friend) received a ticket for the accident. The officer said my friend was at fault. He at first said that neither was getting a ticket, but when the other lady left he gave my friend a ticket. Can this be disputed in court? She goes this wednesday.

Yes, of course, this ticket can be contested in traffic court by your friend (and probably should be).
