Legal Question in Traffic Law in Virginia
a friend of mine got stopped for touching or crossing the solid white line on the right side of the road. This line is a marker line that helps ypu determine the edge of the road in VA. they tried to give him a ticket for reckless driving. Is it ilegal to cross the white line or touch it in Va?

Technically, yes, but it would hardly seem to merit a charge of reckless driving.
Your friend should challenge this criminal violation of Virginia's traffic laws
as alleged and hire a lawyer, if necessary, in order to effectively do so.
