how am i a habitual offender for driving when i never had licenses

Need more relevant information such as what were your
two previous offenses that you must have been convicted of prior
to the third one which made you a "Habitual Offender" under
the Commonwealth's criminal code. (Perhaps, a couple of NVOLs,
i.e., No Valid Operator's License?)
