In Virginia what are the laws for private property and handicap spot requirements?

Section 46.2-1242(3)of the Virginia Traffic Code imposes a maximum fine of $500 and not less than $100 for parking in a space designated for persons with disabilities. The statute apparently makes
no distinction between private and public property and imposes the same penalties irrespective of who may own the property.
