Handicapp Parking laws
In my apartment development I parked in a spot that had a handicapped figure painted on the asfault, but there was no handicapped sign. All of the other spots in the parking lot have signs in front of them. It is rare that any of the spots are ever used, as there is an abundance of handicapped spots, for the small parking lot for the compex.
I was under the impression that one could park in a spot that was not marked with a sign, and that one could not get towed or fined.
I was towed. The management company only referred back to the towing company on the laws of parking in a handicapped spot, as they do not have any of there own on this matter. They wanted to know what to tell their residents. When I called the towing company I was put on hold and transfered to someone else who told me VA and county laws do not apply to private property. (so would this mean that the management can override the towing of the company they hire?) Can I do anything to get back the money I paid for the towing? AM I allowed to legal park in a spot that is marked on the ground but does not have a sign?

The towing company has it about right in regard to
the application of public parking laws and regulations to private property, i.e., they generally don't apply.
However, I would not look to the property management company for a refund of your towing fee; it simply is not going to happen because the
company has no incentive to see that it does.
