I hit a cement beam near a gas pump at a gas station an I wanted to know if it would be classified as a hit and run?

Yes, it could be under Va Code Sec. 46.2-900, but if no
person was injured and property damage was between $250 to $1000,
it could be charged as a Class 1 misdemeanor (jailable) offense, however,
if damage were no more than $250, then a class 4 misdemeanor
with 3 demerit points chargeable to the offending driver's DMV record.
Under this and related statutes, the driver is required to report the accident
to Virginia State Police within 24 hours of its occurrence.
