my sister(teenager just turn 18 years two day before incident) was driving my car,she stopped at stop sign she said she was getting ready to pull out but she halted, a car was coming.5 to 10 sec later she was hit in the back.When the car hit her in the back she hit her head against the sterring wheel.She told the lady twice that she had to call someone the lady persuaded her not to call anyone that she will follow her home.In VA if you leave the accident,the police want come because you left the scene,they figure that you settle,but the owner of the vehicle wasn't there he didn't make that decision.Make the story short,once the lady find out the police wouldn't come down to make a accident report,so I asked her for the name of her insurance,she going to tell me for ''for what,you don't know who was in fault.She hit my sister in the back of the car and persuaded her not to call anyone,so can anything be done about that,plus my sister had to go to the emergency room that night and to the doctor office the next day.I call my insurance give them her name and address and the tag number on the vehicle that she was driving.Can any charges be made on persuaded a teenager to leave a accident.

Your sister should file suit against this person in small claims court for
the damages to her person as well as to your car that resulted from this accident. She can file this case for around $40 and can represent herself in this forum without an attorney.
