Is it illegal to play in the streets in Prince William County, VA?
The law says:
"It shall be unlawful for any person to play in or on a highway, other than upon the sidewalks thereof."
Is a street in a community/residential area the same as a highway?

No, streets in residential areas are not normally considered highways
under Virginia law (in my opinion).
