Legal Question in Traffic Law in Virginia
Improper U-Turn
I was ticketed for an Improper U-turn for leaving a parking space on street parking and going the opposite direction on the street. There are double yellow lines, but no signs indicating that u-turns by parked cars are illegal. The officer was on a detail for an event at a monument. Is there anything that states that an officer cannot ticket someone when performing duties other than the normal duties?

No, such officers are normally considered to be always on duty (no matter to what special detail they may have been temporarily assigned)and may perform whatever functions they normally perform, including the writing of tickets for traffic infractions such as you've described.
