How long can DMV hold a license in suspension if there is a judgement against it ? Does the fact that there is no record of a judgement in traffic,civil or circuit courts have any relevance ?

Most likely, as long as DMV believes that the judgment is valid. Of course, whether there is a valid record of such a judgment has (or should have) relevance as to whether DMV should persist in continuing a particular license suspension based upon such a judgment.
