is there a law or code that regulates how far from the edge of the road that a speed limit sign can be and what size it has to be in the state of virginia

Check out the website of VDOT(Virginia Department of Transportation) for this particular information. VDOT is responsible for erecting and maintaining highway signage in all Virginia counties in the Commonwealth except for the counties of Arlington and Henrico.
(Cities and large towns, however, are apparently responsible for their own road signs.)
