Legal Question in Traffic Law in Virginia

If I am pulled over for going the same speed as an unmarked cop going same speed, whom I have approached from behind, can I counter ''arrest'' him through citizens arrest? What are the rules governing cops who do not have lights on, are not in pursuit, yet are still violating traffic laws?

Citizen arrest under the circumstances you've described? Pretty dumb idea.
As for the officer hastening along at a speed above the limit and without lights flashing, she or he could, nevertheless, be attempting to get
somewhere quickly to discharge his or her official duty without the need for flashing lights and sirens.
