How long?
If I wrecked someone's car while they were out of the country, how long do they have to charge me and take me to court for the crime? Hence, they did not have any car insurance at the time of the wreck.

Crime, what crime? Merely, because you wrecked someone's car doesn't necessarily mean you've committed a crime.
However, if you took the car without the owner's permission and subsequently wrecked it, that indeedd could be a crime for which you could be held civilly as well as criminally liable.
Felonious criminal liability could extend to around five years from the date of the theft, felonious conversion, or other felony charge.
The statute of limitations for the owner to bring a civil suit against you for the damages would most likely be two yeares from the date of the unauthorized taking of the vehicle.
