Minors traveling across state lines
Is is illegal for minors(17 y.o.) to travel across state lines without an adult in the car? Can the minor's parent be charged with neglect or any other crime?

No, it is not illegal in these United States for a 17 year old minor to travel across state lines in a vehicle unchaperoned by an adult in the vehicle, and, furthermore, such travel would in no way subject the parents of such a minor to any formal charges from the authorities, whether civil or criminal.
