Legal Question in Traffic Law in Virginia

Six months ago I received my very first speeding ticket ever!!!(72mph in a 65mph zone). I appeared in court and was ordered to attend driving school and was put on 6 months probation. While in my suspension period I received my second speeding ticket. I paid my second ticket. On October 19th I had to turn into the New Kent County Circuit Court and copy of my certificate of completion of driving school, my driving record and had to pay the court cost. Today, November 15th I received notice from DMV that my drivers license has been suspended as of Nov. 3rd because I failed to pay my fine from New Kent County. I called the county court and was told that they sent me a letter stating the judge ruled not to dismiss my case and I owed an additional $45. I NEVER received any notification from them. I was also told today that I missed my opportunity to appeal. I now owe New Kent $45 and DMV $145 to reinstate my license. I feel that this is unfair! Is there any legal action I can take?

Looks like the second infraction prevented the first case from being dismissed. I am not certain. I do not have all your paperwork. You must pay court costs when found guilty on first charge.
