passenger in a towed car is it legal
Is it legal to have passengers riding in a vehicle that is being towed by a flat bed tow vehicle at the direction of law enforcement?

If the passengers were all safely ensconced within the passenger compartment and the vehicle was properly secured to the tow vehicle,
then, probably, yes.
