Re: passing school bus
Passing a school bus with flashing lights is now classified as a form of reckless driving in the Commonwealth and is a class 1 misdemeanor and criminal offense. So, the answer is, yes, the driver of the bus can swear out a complaint against a driver whom s/he resonably believes has violated this particular law and a ticket can issue based thereon.
