Legal Question in Traffic Law in Virginia

I had past due personal property taxes which resulted in a DMV block for registration. The bill was paid online via credit card. The City of Danville won't remove the block for 7-10 days even though the payment was accepted and a confirmation number was given. In addition, the city will remove it immediately if it is paid in person. Is it legal for them to keep a DMV block on my vehicle based on the method of payment? I should also add that the payment was made through a third party vendor so i know there is a lag time of when the city actually receives the payment. But my thinking is, is that if I have a receipt showing the payment was accepted and paid in full, are they still allowed to keep the block on?

I don't think that it is up to the city. I think if you show payment to the DMV, the DMV releases the block. Judges frequently explain that they don't control what the DMV does.
